The Underwriter
Large fiend, lawful evil
When the dam went up, somebody had to bond it, and the bond outlived the company that signed it. The Underwriter walks the crest road in a coat of stamped tin tallies, auditing the whole valley against a ledger nobody else can read. It does not bargain. It collects — first the interest, then the principal, then whatever you were holding onto while you read this.
