The Assessor
Medium fiend, lawful evil
Saltspire's harbour law is enforced by clerks, and the clerks are enforced by this. It arrives at a counting-house with the duty already calculated, states the figure once, and collects it — in coin where there is coin, and otherwise in whatever the debtor is carrying that comes to the same sum. It has never been recorded making an arithmetic error, and the port's merchants have concluded from that fact that arguing with it is a category mistake.

Devil's Sight. Magical darkness doesn't impede the assessor's darkvision.
The Ledger Is Not Wrong. The assessor knows the exact sum owed by any creature it can see, to whom, and how long it has stood unpaid. It cannot be deceived about a debt by any means short of a wish, and it does not recognise bankruptcy, jurisdiction, or death as discharging one.
