Fogcaller
Medium aberration, chaotic evil
Every harbour has a priest who reads the weather, and Greyharbour never let its own leave. The fogcaller drifted up with the tide one grey morning and stayed, wreathed in its own private squall, calling fog the way other priests call prayer. When it lifts its staff the mist thickens, the air goes copper-sweet, and the lightning comes down like an answer.

Traits
Amphibious. The fogcaller can breathe air and water.
Fog Control. As a bonus action, the fogcaller thickens or thins the mist within 60 feet. One 20-foot-radius sphere it can see becomes heavily obscured until the start of its next turn, or one such sphere of fog or mist is dispersed.
Actions
Fog Staff. Melee Weapon Attack: +5 to hit, reach 5 ft., one target. Hit: 7 (1d8 + 3) bludgeoning damage.
Call Lightning (Recharge 5–6). The fogcaller calls a bolt down at a point it can see within 60 feet. Each creature within 10 feet of that point must succeed on a DC 14 Constitution saving throw or take 27 (6d8) lightning damage, or half as much damage on a success.
