The Drowned Muster
Gargantuan undead (horde), chaotic evil
Saltspire is a free port, which has always meant that its press gangs work and nobody asks after the ones who do not come back. The muster is what came back. It walks out of Smuggler Bay at low water perhaps once a generation, in ranks, still wearing the rope, and it goes looking for the counting-house that signed for it.

Traits
Horde. The muster can occupy another creature's space and vice versa, and it can move through any opening large enough for a Medium creature. It can't regain temporary hit points.
Undertow. A creature that starts its turn in the muster's space must succeed on a DC 16 Strength saving throw or be pulled 10 feet toward the centre of the muster and knocked prone.
The Sea Gives Them Back. At the start of its turn the muster regains 15 hit points as the fallen stand up again. If the muster took radiant damage since the end of its last turn, this trait doesn't function at the start of its next turn. The muster is destroyed only if it starts its turn at 0 hit points and doesn't regenerate.
Magic Resistance. The muster has advantage on saving throws against spells and other magical effects.
Actions
Multiattack. The muster makes two boarding hook attacks.
Boarding Hooks (muster has more than half its hit points). Melee Weapon Attack: +8 to hit, reach 0 ft., one target in the muster's space. Hit: 24 (6d6 + 3) slashing damage.
Boarding Hooks (muster has half its hit points or fewer). Melee Weapon Attack: +8 to hit, reach 0 ft., one target in the muster's space. Hit: 13 (3d6 + 3) slashing damage.
Drowning Song (Recharge 5–6). Every drowned throat in the muster opens at once. Each creature within 30 feet must make a DC 16 Constitution saving throw. On a failed save it takes 33 (6d10) cold damage and cannot speak until the end of its next turn. On a successful save it takes half as much damage and can still speak.
