Mirefetch

A mirefetch takes the shape of the last person to drown within sight of it, and it is not pretending. It genuinely does not know it is not them. Travellers report being met on the road by someone they buried, who is confused about why the conversation is going badly, and who becomes dangerous only when contradicted.

Actions
Cold Touch. Melee Weapon Attack: +5 to hit, reach 5 ft., one target. Hit: 10 (2d6 + 3) cold damage.
Insist. The mirefetch names a creature it can see within 30 feet as someone who wronged it in a life it did not have. That creature must succeed on a DC 13 Charisma saving throw or be charmed until the end of its next turn, spending its turn arguing rather than acting.
