Before the harbour silted, the consul collected the anchorage tax in a dry office with a clean seal. He collects it still, in water up to his knees, with the same seal. The coin has changed — he takes breath and years now — but the receipts are still written out neatly.

Traits
Soul Tax. When the consul deals necrotic damage to a creature, it gains temporary hit points equal to half the necrotic damage dealt. It can hold no more than 20 temporary hit points from this trait at a time.
Turn Resistance. The consul has advantage on saving throws against any effect that turns undead.
Actions
Multiattack. The consul makes three tithe touch attacks.
Tithe Touch. Melee Weapon Attack: +8 to hit, reach 5 ft., one target. Hit: 22 (4d8 + 4) necrotic damage.
Soul Tithe. One creature within 30 feet must succeed on a DC 17 Charisma saving throw or take 22 (5d8) necrotic damage, or half as much on a success. The consul gains temporary hit points equal to half the damage dealt.
Compelling Levy (Recharge 5–6). One creature the consul can see within 60 feet must succeed on a DC 17 Charisma saving throw or be charmed by the consul for 1 minute. While charmed it regards the consul as its lawful creditor and will not attack it. The target can repeat the save at the end of each of its turns.
