He checked every manifest twice and trusted none of them, and drowning has not improved his temper. The customs revenant still walks its beat through fog and flat, lanternless, ledger in hand, demanding what every soul in the Drift owes and writing down what it finds. It cannot be lied to while the ledger lies open, cannot be outrun while the debt stands, and has never once stayed down.

Traits

Ledger Curse (1/Day). The revenant opens its ledger and names its debtors. For 10 minutes, each creature of its choice within 30 feet cannot speak deliberate lies, as if under a zone of truth that allows no saving throw.

Relentless Pursuit (1/Day). When the revenant drops to 0 hit points, it drops to 1 hit point instead and can move up to its speed toward the creature that felled it without provoking opportunity attacks.

Actions

Multiattack. The revenant makes two boarding cutlass attacks.

Boarding Cutlass. Melee Attack Roll: +5, reach 5 ft. Hit: 14 (2d10 + 3) Slashing damage.

Baleful Inspection. One creature within 30 feet must succeed on a DC 14 Wisdom saving throw or take 13 (3d8) Psychic damage and be frightened of the revenant until the end of the revenant's next turn.
