Every bridge over the Reach keeps a toll, and every toll keeps a consul, and this one never stopped keeping his after the flood took the bridge with him on it. He stands mid-river where the planks used to be, scale in one hand and seal in the other, and exacts the crossing from anything that floats past. The tariff is exact. It is always everything you were saving for later.

Turn Immunity. The consul is immune to effects that turn undead.

Actions

Multiattack. The consul makes three attacks: one with Exact Change and two with its tithe blade.

Exact Change. Melee Weapon Attack: +8 to hit, reach 5 ft., one target. Hit: 22 (4d8 + 4) force damage, and the target cannot take reactions until the start of its next turn as its purse is weighed and found wanting.

Tithe Blade. Melee Weapon Attack: +8 to hit, reach 5 ft., one target. Hit: 22 (4d8 + 4) slashing damage.

Binding Contract (Recharge 5–6). One creature within 30 feet that can hear the consul must succeed on a DC 17 Wisdom saving throw or be charmed by the consul for 1 minute. While charmed, it treats the consul's tolls as lawful debts and will not willingly attack it. It repeats the saving throw when it takes damage, ending the effect on a success.
